The main objective of the project was to ensure that the legal framework is in place, institutions and key stakeholders implement policies tackling discrimination, racism, homophobia, and transphobia and hate speech in Georgia. Assignment aimed to conduct the mid-term and final evaluations and elaborate the monitoring system for the project.

The main purpose of the mid-term evaluation was to assess progress made in the achievement of the project’s objectives during February 2018 to November 2019, final evaluation provided analysis of achievements of the project based on OECD/DAC criteria, and provided further lessons learnt and recommendations for the project partners and targets for future developments. Setting up of the project monitoring system included review of the project log-frame, indicators, elaboration of the M&E Manual and supported biannual progress reporting on project outputs and outcomes.

Methods used: desk research, key informant interviews, focus group discussions and online survey.
