The project aims to increase the impact of TVET as an approach for qualifying marginalized youth and poverty alleviation in the Philippines. The aim the evaluation is to measure the impact of the program on the micro, meso and macro levels.
The purpose of the evaluation is to analyze the project according to the OECD/DAC criteria and assess the following: results and specific objective achieved at the time of the evaluation; target groups’ opportunities to influence the project’s implementation (bottom-up approach); management and monitoring of the project; backdrop of various cross-cutting issues; aid approaches: “leave no one behind”, “do no harm” and “self-help”; lessons learned and recommendations for future projects;
Evaluation is based on Outcome Harvesting approach and uses the desk review, on-site observations, qualitative (key informant interviews and Focus Group Discussions), quantitative research research methods.
