Everyone Counts: Building Grassroot Data-Collection Capacities for Better Prepared and More Resilient Communities in Ukraine

The main objective of the project is to contribute to ensuring Ukrainian communities are more resilient to multi-dimensional shocks through the achievement of the following three intermediate outcomes: 1. Response: The basic needs of communities, and especially of vulnerable groups of people, are supported during a crisis. 2. Preparedness: Communities contribute disaggregated information in response to adverse shocks and to support local recovery. 3. Governance: Local governance structures use disaggregated data and engagement with communities to inform gender-sensitive, inclusive, and evidence-based policymaking.

The purpose of the evaluation is to assess the following OECD-DAC criteria: appropriateness, coherence, effectiveness, and coverage. The criteria will be used to review the extent to which project results were achieved, the factors contributing or hindering these results, and the identification good practices, lessons learned and recommendations that can guide IOM Programming in the future.

Gender mainstreaming, disability inclusion and right-based approach serve as a cross-cutting issues of the evaluation.

The methods used include the desk research, key informant interviews, focus group discussions, field observations and quantitative survey. The evaluation covers all 10 project target Oblasts in Ukraine: Kyivska, Chernihivska, Sumska, Zaporizka, Dnipropetrovska, Kharkivska, Mykolaivska, Poltavska, Zakarpatska and Lvivska.
