The GRETA Project was co-funded by the EU and the two EU Member States Sweden and Austria and implemented by Austrian Development Agency (ADA). The Project Overall Objective aimed to contribute to improving the business environment and creating new income opportunities in sustainable mountain tourism and organic farming in order to reduce poverty and exclusion in the selected mountain areas of Georgia. The Project intended to generate new opportunities to increase the income of the direct beneficiaries operating in sustainable mountain tourism and organic farming as well as it provided support to the Government of Georgia for the improvement of the relevant legal and policy framework, and support Georgian Small and Medium Size Enterprises (SME) to enhance their professionality and business capacity.
The purpose of the Final External Independent Evaluation (FEIE) is to evaluate the effectiveness, efficiency, impact and sustainability of the GRETA Project, observe, understand and measure the changes produced to date by the project and by the supported interventions, in relation to the Project Overall Objective and the Expected Results, in line with the Theory of Change (ToC). In parallel, it also assesses the prospective sustainability of the results in consideration of the future follow-up actions. Evaluation applies thedesk review, secondary data analysis, on-site observations, qualitative (key informant interviews and focus groups) and quantitative (phone interviews) study methods.
