The three-year, multi-country LUX-ERO Phase II programme, supported by the Government of Luxembourg, aimed to consolidate and expand the Alliance for Financial Inclusion’s (AFI) presence in Europe while delivering enhanced value to its members in Eastern Europe, Central Asia, the Western Balkans, the Arab Region, and beyond. The programme strengthened AFI’s capacity to advance inclusive and sustainable finance through policy guidance, capacity building, peer learning, strategic partnerships, and global advocacy, while reinforcing cooperation with European and international stakeholders. The goal of the final evaluation was to provide an evidence-based assessment of the program’s design, implementation, and results. It analysed the extent to which the program has achieved its intended objectives, contributed to AFI’s organizational strategy, and advanced global commitments to financial inclusion and the Sustainable Development Goals. The methodology combined a comprehensive desk review with online key informant interviews involving representatives of the Government of Luxembourg, AFI member institutions such as the Central Bank of Armenia and the Palestine Monetary Authority, and international standard-setting bodies including the Financial Action Task Force and Bangko Sentral ng Pilipinas.
