The European Union-funded and Czech government co-financed project “Enhancing the Participation of Regional CSOs in Policy Dialogue on Social Inclusion in Georgia” was implemented by People in Need (PIN) in partnership with Center for Strategic Research and Development of Georgia across four municipalities in Georgia: Gori, Khoni, Tkibuli, and Zugdidi. Implemented between January 2016 and May 2018, the project aimed to promote accountability and contribute to enhanced governance and inclusive growth at the local level through effective cooperation between Civil Society Organizations (CSO) and Local Authorities on provision of well-targeted services for vulnerable populations. The initiative specifically focused on strengthening the capacities of regional CSOs to effectively engage in policy dialogue, advocacy processes, and accountability mechanisms.

The final evaluation assessed the extent to which the project achieved its intended objectives and results, applying the OECD DAC evaluation criteria. The evaluation adopted a qualitative and utilisation-focused. The methodology combined comprehensive desk review of project documentation with primary qualitative data collection. Key informant interviews were conducted with implementing partners, target CSOs, and representatives of local self-government institutions, while focus group discussions were held with Advisory Council members across all target municipalities.
