The EU-funded project “Integrated Territorial Development of Khoni Municipality”, implemented by Charity Humanitarian Centre “Abkhazeti” (CHACA) in partnership with Khoni Municipality, pursued three core objectives: (1) reducing the development gap between Khoni Municipality and Georgia’s urban centres through improved infrastructure, investment project development, enhanced social services, and social activation; (2) developing Khoni’s tourism potential through the preservation and promotion of cultural heritage and tourism infrastructure; and (3) strengthening local governance systems to enable evidence-based, transparent, and participatory policymaking and implementation.
This final evaluation assessed project results using a mixed-methods approach grounded in OECD DAC evaluation criteria. The methodology combined key informant interviews and focus group discussions with local government representatives, civil society organisations, and community members, alongside a representative in-person survey of more than 200 residents of Khoni Municipality. The evaluation gathered evidence on citizens’ access to services and infrastructure, perceived opportunities, and levels of participation in local governance.
