The partnership between UNICEF and the Government of the Republic of Korea (ROK), implemented through the Access to COVID-19 Tools Accelerator (ACT-A), represented UNICEF’s largest integrated Health and water, sanitation and hygiene (WASH) initiative following the COVID-19 pandemic. The programme supported 22 countries across seven regions in restoring essential health services, strengthening primary health care (PHC) and community health systems and infrastructure. The initiative aimed to help governments transition from emergency response to more resilient and sustainable health systems reaching every child, adolescent, and woman.
This consultancy consolidated cross-country learning from Armenia, Georgia, and Montenegro by synthesising evidence and lessons learned, facilitating regional knowledge exchange, and producing strategic outputs to inform country-led efforts across the Europe and Central Asia region.
To achieve these objectives, a range of qualitative methods was employed, including desk reviews, key informant interviews with senior government and partner representatives, and focus group discussions with health facility managers, frontline health workers, and community representatives.
The consultancy synthesized country-level results, lessons learned, and innovative practices from Armenia, Georgia, and Montenegro. It facilitated knowledge exchange and cross-country learning to accelerate systems-level impact and developed strategic regional products, including a systems framing document, an investment brief, and thematic briefs, which highlighted achievements, synthesized systems change, and outlined investment pathways for governments and partners.
