Final Evaluation of Gender-Transformative Initiative in Uzbekistan

DEPA Consulting has completed the final evaluation of the 24-month initiative “Promoting Gender Transformative Communities through Civil Participation".

The project was implemented by DVV International, in partnership with NCSED “SABR” and three regional NGOs, with funding from the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ). The initiative aimed to strengthen gender equality by linking national policy frameworks with concrete actions at the community level across six districts of Uzbekistan.

DEPA Consulting conducted an independent evaluation to assess the relevance, effectiveness, and sustainability of the initiative, as well as its contribution to strengthening civic participation and gender-transformative change at the local level.

Evaluation Approach

The evaluation applied a mixed-methods and utilisation-focused approach, combining an extensive desk review with primary qualitative data collection and targeted quantitative validation. Data collection included key informant interviews, focus group discussions, and consultations with stakeholders at national, regional, and community levels, ensuring comprehensive triangulation of findings across diverse stakeholder groups and locations.

Particular attention was given to the role and functioning of Participatory Working Groups (PWGs), which serve as the central mechanism of the Gender-Transformative Territories/Communities (GTT/C) model. These groups bring together representatives of civil society, local authorities, and community members to facilitate dialogue, identify priorities, and promote gender-responsive initiatives at the local level.

Key Insights

The evaluation examined not only programmatic outputs but also broader changes generated through the initiative. Findings highlighted important qualitative outcomes, including:

  • gradual shifts in gender norms and attitudes within participating communities;
  • increased engagement and leadership of local actors in gender equality initiatives;
  • strengthened the capacities of civil society organisations to facilitate inclusive dialogue and community-based action.

The evaluation provides practical recommendations to inform future programming and strengthen gender-transformative approaches in community development initiatives.
